June Event: CMP’s Incident Command & Storm Response Planning

Extreme cold, wicked nor’easters, sometimes historic ice storms, severe wind events. As a Maine resident, you most likely have experienced one of these weather events, and most likely, your power has been impacted.

Central Maine Power (CMP), a primary electric utility in Maine, will present to the PMI Maine Chapter at a virtual event on June 21^st, 2022 on their process to plan, respond, communicate, and restore power during major weather events. The presentation will touch on CMP’s Emergency Response Plan (ESRP) based on Incident Command System (ICS) and how it is implemented across the State of Maine, as well as why ESRP is so important for effective communication and stakeholder management. CMP’s presentation will also cover how effective decision making occurs during an event and how it can impact outcomes, approaches, and processes for future events.

Kevin Guimond has been employed by Central Maine Power as the Manger of Emergency Preparedness since 2015. His current responsibilities include working with Director of Electric Operations to plan for and respond to major outage events due to storm or non-storm activities. This includes the drafting and implementation of the Emergency Restoration Plan, securing, training, and monitoring external contractors, and working within the Incident Command System (ICS) with Maine’s State, County, and regional partners. Kevin currently also serves as the Vice-Chair of the North Atlantic Mutual Aid Group that encompasses 28 utilities from Nova Scotia to Pennsylvania.   

Kevin worked for over 28 years in the South Portland Fire Department prior to joining Central Maine Power serving as Fire Chief, Emergency Management Director, and Homeland Security Director from 2003 thru 2015.
